Handout 1 — Official / Wikipedia-Style
Clean, encyclopedia tone.
- Built 1809 by Dr. Laymon Kessler as a private retreat for wealthy families.
- Privacy and anonymity were a feature: "for all of its upper-crust clientele."
- 1923: A young boy went missing during a family visit; found dead ("suffered a fatal fall"). Scandal shut the institution. Dr. Kessler committed suicide by firearm, leaving no widow or heir.
- Reopened by the federal government under Reagan's Omnibus Budget Reconciliation Act to "minister to the mentally ill."
- Closed again in 1983. "Completely abandoned since 1983."

Conspiracy framing. Not entirely wrong.
- 1923 death was more than a fall — cover-up alleged.
- Federal government secretly ran Kessler continuously from ~1924 to the 1980s: employee records, food and drug shipments, utilities — all paid by the government, never officially acknowledged.
- Purpose: black-site housing for "fanatical religious cults" too dangerous to openly imprison under freedom-of-religion law.
- Alleged former inhabitants:
- AIM members post-Wounded Knee
- Manson Family members "rounded up in secret"
- "Sea-worshipping bootleggers and mobsters from the small New England town of Innsmouth"
- The Ripper Crew of Chicago
- "A cult of self-proclaimed witches from Chesuncook, Maine"
- The Fall Rivers Cult ("prostitution, Satanism, and human sacrifice")
- A Unification Church splinter
- "The Ancient Egypt-obsessed Brotherhood of the Black Pharaoh"
- Remnants of Jonestown
- When Reagan deinstitutionalized in the 1980s, these patients were released onto the streets.
Mythos Note
"Innsmouth" and "Brotherhood of the Black Pharaoh" are Mythos-adjacent names. Elias does not necessarily recognize them as such; other investigators may.
The Discrepancy
The two sources contradict on the timeline of operation: - Official: continuously operated until 1983 - Hidden Truth: closed 1924, secretly reopened, closed 1980s
The official source elides approximately 60 years of the building's use. The clean source is doing some work.
Open Questions
- Who is Nick Lewis? A Computer Use roll is warranted.
- What was the name of the 1923 boy who died? Records should exist.
- Federal real estate records for Kessler post-1924: Gus (Wade Keegan) is the right person for this.
- What do "Innsmouth" and "Brotherhood of the Black Pharaoh" mean in this campaign's context?
